Youth Civic Leaders Summit Information 2008

Registration forms are submitted to your county Extension office with a county due date.  County team summary form and registrations are due to the state 4-H office by January 29.

About the Summit
The Youth Civic Leaders Summit is a statewide weekend retreat for young people who are active or aspiring leaders and decision-makers in their communities.  Young people (ages 13-18) active with 4-H Councils, Junior/Senior Leaders, Youth EXCEL, Youth Summit, and similar leadership programs are encouraged to attend, as well as the adults who support them. 

The Summit will engage young people in meeting, learning alongside, and having fun with youth and adult leaders from around the state.  Other highlights include a 4-H led dance, youth project showcase and outdoor challenge course and recreation.

Counties may register one or more teams.  Teams may consist of up to 8 youth and 2 adults (10 people total).  While at the retreat, teams will develop an action plan to take home and work on in their communities.

Cost
$90.00 for both youth delegates (5-6 per sleeping room) and adults/staff (2-4 per sleeping room).

Registration fee includes costs of lodging, meals, activities (except The Edge challenge course), insurance, conference materials, and most meals (except dinner on Friday.)  Also included in the registration fee are resources for youth-adult partnership action planning. 


Youth Team Member Information and Registration
Youth must be 13-18 years of age by January 1 to participate.

Youth are expected to complete the registration form (PDF) and health form (PDF fillable) completely and submit to their county extension office by the county deadline (check with local office).  Youth should look over the program descriptions information in the registration form for recreation choices.  Recreation options are limited and will be pre-assigned on a first-come, first-serve basis.
Note:  Some recreation options require additional health forms. 

Adult Team Member Information and Registration
A ratio of one adult team member to ten youth team members is required; a ratio of one adult to five youth is recommended.  At least one adult team member must be listed on all youth registration forms.  Adult team members from each county will be expected to chaperone youth team members throughout the Summit.  Because of the adult/youth ratio requirements, adults should plan to participate in the program fully. If counties are sharing chaperones, 4-H youth staff must indicate on the county registration form how payment for that chaperone will be made.

Team Participation at the Summit
Each youth/adult team is asked to come prepared to participate in the Summit in three ways:

1)  Plan and deliver a 30-minute team workshop on a leadership topic.  Teams will each have a turn to present their workshop during session time on Saturday morning, March 8th.  Workshops can describe a program, event, or service project the team did during the past year, or provide training on a topic like holding effective meetings, fundraising, recruiting members, or starting a youth council.  Workshop guidelines and preparation tips will be sent to teams prior to the Summit.

2) Participate in the Team Talent (T2) Showcase on Saturday evening, March 8th by bringing a song, skit, dance, poem, spirit cheer, Powerpoint, etc. to share with Summit participants.  Each team will have 3 minutes to share their talent.  Youth and adult team members are encouraged to work together on the talent presentation!

3) Think about what you want to accomplish as a team this next year and get ready to create an action plan at the World Café session on Sunday, March 9th.  Team action planning will empower your group through visioning, tapping your talents, and identifying resources and steps needed to accomplish your vision.


Conference Schedule
The Summit will start with an evening plenary session on Friday at 7:30 p.m. and finish at noon on Sunday.  Summit registration is between 5:00-6:00 p.m. on Friday.  Meeting for all adult chaperones starts at 6:00 p.m.

Additional information will be sent to county 4-H Youth Staff, registered youth and adult team members in a later mailing.  This will include a letter to school administrators for excused absence from class, a suggested list for dress, and Conference Code of Conduct.

The conference planning committee is committed to making activities and programs accessible to all participants.  If a youth or adult has special requirements due to physical, vision, hearing or other disability, please make sure the need is identified.       


Registration Packets and Due Date
Registration materials for youth and adults are submitted to the local county extension office (check with office for due date).  Local offices then forward the registrations for each team to the state 4-H office by January 29. 

Registrations may be sent when a team has been formed.  One summary form per team. Send the following items for each team. 

  • Team Summary Form

  • Check made payable to Missouri 4-H Foundation for total amount due

  • Registration and Health Form for each youth and adult team member

  • Recreation Form, if applicable, for each youth and adult team member

Scholarships
For youth/adult participants with financial need, team leaders may request a partial scholarship.  A limited number of scholarships are available on a first-come, first-serve basis.  A completed registration form and a statement of need is required to secure a scholarship.

Refund/Cancellation Policy
Because numbers must be guaranteed with the camp, summit policy allows no refunds after February 1.  Counties may substitute males for males and females for females if they agree to take the same roommates and activity assignments as the original registrant.   The deadline for making substitutions is February 15.
