Youth Civic Leaders Summit

The Youth Civic Leaders Summit is a statewide weekend retreat for young people who are active or aspiring leaders and decision-makers in their communities.

Teams of young people ages 13-18 active with 4-H Councils, Junior/Senior Leaders, Youth EXCEL, regional Youth Summits, County Extension Council youth and adults, and similar programs are encouraged to attend, as well as the adults who support them. 

This year's theme is "Join the Revolution of Responsibility" with teams of youth and adults converging to talk about citizenship, healthy living, and science that impacts their local communities.

The Summit offers young people and adults opportunities to make new friends, learn new leadership/citizenship skills, and have fun with peers from around the state.  Weekend highlights include a Team Talent (T2) showcase, outdoor challenge course and recreation, open-space group planning and sharing, and mini-grant awards for implementing team projects.

Registration

Counties may register one or more teams.  Teams may consist of up to 8 youth and 2 adults (10 people total) or as few as 2 youth and 1 adult (3 people). We cannot accept applications from individual youth.  While at the retreat, teams will develop an action plan to take home and work on in

Registration forms are submitted to your county MU Extension center by the county due date.

Cost
$120.00 for both youth delegates and adult/chaperones (maximum 5 per sleeping room).

Registration fee includes costs of lodging, activities, insurance, conference materials, t-shirt, and meals (Saturday breakfast through Sunday breakfast.)  Optional Friday dinner on-site is available by pre-registration, add $10 per person. For the EDGE challenge course, add $15 and for Ha Ha Tonka Hiking or Drama and Acting Day Camp, add $5.

Youth must be 13-18 years of age by January 1 to participate.
Summit forms

Youth
1. Complete the registration form completely and submit to your county Extension office by the county deadline (check with local office). 

2.  Look over the program descriptions in the registration form and mark your workshop track and recreation choices.  Workshop tracks and recreation options have limited capacity.  Slots will be filled according to when your county team registrations are received in the state 4-H office.

3.  Have a parent or guardian complete the Windermere medical release form and 4-H youth health form.  These forms are required by 4-H and Windermere staff for emergencies.

4. Include a fully completed scholarship nomination form (if partial registration scholarship is requested for financial need).

Adults
A ratio of one adult team member to five youth is recommended. At least one adult team member must be listed on all youth registration forms. 

Adult team members from each county will  chaperone youth team members throughout the Summit.  Adults should plan to participate fully in the program along with youth team members, including workshop tracks and recreation.

5. Mark which Summit volunteeer roles you would like to assist with over the course of the weekend.


Team participation at the summit
Each youth/adult team is asked to come prepared to participate in the Summit in two ways:

1. Participate in the Team Talent (T2) Showcase on Saturday evening, March 3 by bringing a song, skit, dance, poem, spirit cheer, slide show or other presentation to share with Summit participants.  Each team will have 3 minutes to share their talent.  Youth and adult team members are encouraged to work together on the talent presentation!

2.  Think about what your team wants to accomplish this next year and get ready to create an action plan at the session on Sunday, March 4.  Team action planning will empower your group to identify assets, apply 4-H skills and know-how to community problem-solving, and capture and disseminate stories of impact.


Conference schedule
The Summit will start with an evening plenary session on Friday at 7:30 p.m. and finish at 11:30 a.m. on Sunday.  Lunch on Sunday is on your own.  Summit registration is between 4:00-5:30 p.m. on Friday.  Meeting for all adult chaperones starts at 6:00 p.m.

Additional event information will be sent to county 4-H youth staff and registered youth and adult team members in a later mailing.  This will include a school excused absence letter, a suggested packing list, 4-H Code of Conduct and chaperone information.

The conference planning team is committed to making activities and programs accessible to all participants.  If a youth or adult has special requirements due to physical, vision, hearing or other disability, please make sure the need is identified.


County registration submission
Registration materials for youth and adults are submitted to the county MU Extension center with a county due date.  County team summary forms and registrations are due to the state 4-H office by February 1. Early registration are encouraged. The event capacity is 150 persons and will fill up on a first-come, first-serve basis.

Registrations may be sent when a team has been formed.  One summary form per team. Send the following items for each team.

Scholarships
For youth/adult participants with financial need, team leaders may request a$50 partial scholarship.  A limited number of scholarships are available while funds last.

To secure a scholarship, submit the scholarship nomination form with your registration form, and payment (less $50)health form and Windermere release form to your county Extension office.  Conference organizers will review and approve scholarship requests after materials are received.


Refund and cancellation/substitution policy
If a cancellation/refund is requested, contact the conference organizers immediately.  Because event numbers must be finalized with Windermere in advance of the event, refunds for cancellations will only be made until February 1. 

If a substitution is requested, contact the conference organizers immediately.  Counties may request male-for-female or female-for-male substitutions no later than February 15, if the attendee agrees to the same roommates and activity assignments as the original registrant.
